I found one in a hardware store on the edge of town. There's a row of shops at the bottom edge of the map, adjacent to a massive open field. I then used it to break into a hunting store that's a few doors down, where I got an insane amount of guns and ammo. Great looting location even if you don't find a sledge.

You don't need to destroy the stairs, you can pick up the floor boards and then dismantle the floor just above the stairs instead.
