Yes, full industry planets are absolutely worth it (though always go with either Forge or Factory designation, never the 50/50 Industry). Industry districts should not be mixed elsewhere. Since they don't have restrictions on how many you can place on a planet, you have no reason to build them anywhere other than specialized worlds.
