Found a solution that worked for me. As others have said turn off cloud sync. But make sure you do it both in steam settings and also in HD2 specifically (right click and go on properties). I turned both off, exit steam, turned back on (tried the game). I tried this 3 times and on the 3rd attempt it worked.
