If there is nothing there about that game, then you are on the wrong account. Use the self help menu from Steam support in the top of Steam by clicking on "help". Then click the appropriate buttons there to get to the point of "it's not in my library". But again, if there is no history of Portal on this account, it's surely the wrong account.
