Depends on what you want, Arma 3 has a huge amount of mods and content, is a mil-sim game with a campaign, pvp multiplayer and pve multiplayer. DayZ is a survival game with player interactions and realistic (to some extend) take on gunplay, inventory management, hunger/thirst etc. Mods just became a thing so it's still very much behind on content.

Any way DayZ has better PVP, way more player interaction and the maps (Official or modded) suit the game better (SCUM's too big for their server capacity), SCUM has better graphics, better inventory and medical system and more stuff to do as a whole if we're talking official servers.
