Fog is already rare enough, it's uncommon to be in fog and you would think the "Shrouded Ghost" would have higher spawn rates in fog. I don't think that's fair if someone can get progress in Safer Seas easily with 0 risk while players on the Higher Seas have a risk of failing to kill it. It's like the box of secrets my dude. Takes forever to find one, but when you do it feels like a big accomplishment (I'm sure, as I haven't found the shrouded ghost yet myself). Especially since they made the change where you can earn the doubloons/titles whenever you want, I think it's fine to have some super-rare encounters like that.
