It's just how the vendor mechanics does things. They're hidden behind the scenery because they're supposed to be hidden behind the scenery. As in, you're NOT supposed to access them. Which is why they are hidden behind the scenery. It's not a bug.

In all seriousness Bethesda did not patch this out. At least in oldrim. There was a day where I tried to find it back on 360, looked in the exact spot it was supposed to be, and couldn't find it. Naw it shows up on my 360, but not on my ps4, and I did not upgrade to newest version cuz it would disable some of my mods.

There was also the exact number of dragon items that I had sold to her. To make sure, I went back to Ahkari and bought the dragon bones and they were no longer in the chest. I placed the bones back and Ahkari had some to sell me again. So this proves, to me at least, that Ahkari is the owner of the Dawnstar chest.
