I was told that draft control was to put the handle in the vertical position and this would be draft control versus in the horizontal position, which would be position control.

The yoke is threaded onto the plunger and can be removed by turning counter clockwise if it is not rusted to the plunger as is common. If it will not turn, do not force it but rather heat the yoke to cherry red with a torch and try again.
