Called Oscar and asked about it. They said it's their fault for not notifying and therefore they had to send this check. It's legit and you can cash it (that's what I did). You don't need to sign up again with Oscar or any other insurance for that (or also you can if you want). It's just lucky for 30 years-old folks that Oscar messed up.
