As far as modification of levels, I would keep most permissions with guild leader. But yes you can have the other members use there permissions up to one level below them generally.Also, being one of the more "sociable" members of my guilds, I tend to talk a lot in General and Guild Chat. People who get irritated by that should really get to know that ahead of time, so they do not waste their time.
