I farmed all of the covenant offline. Took me about 10 hours to farm the Shackles from those guys. They were the worst. 2nd place is the Anor Londo Knight farming, I forget which covenant item it was, but they dropped a ton of souls which was great.

But it appears that vertebra Shackles are quite a rare drop. I've been trying to get them at the appropriate farm spot (carthus catacombes right after the bonfire with the two red eyed skeletons) . As well as trying my hands on pvp (I also have the appropriate build mimic head,cristal sage weapon, golden ring, rusted coin and hollowing at max). You can farm those items (even though it's still kinda slow but way faster than waiting for invasions). Vertebra Shackles are a rare item drop from most karthus skeletons and Proofs of concord are also a rare drop from silver knights in anor londo.
