Hekate_ipl.ini file dictate which bootloader is loaded by hekate. If you use FS0 and point to Package3 file, Hekate bootloader will be used, it extract files from Package3 and make a custom boot process.

That means if you start with hekate, you need to click the payloads button and then select Fusee-Primary or it won't work. If you don't have Fusee-primary in the menu after clicking payloads that means you need to go download fusee primary. You can find fusee-primary at the Atmosphere Github.
