That said I think Ryze is a great champion to learn the game on. Ridiculous wave clear. Great gank assist. His ult cn be used as both engage and disengage, but has risks in both. Its actually not too bad. The problem with lane ryze is that u have to face an oponent 1v1 with no dmg, no sustain, no nothing until u get a couple items. With ryze jungle youre able to safely farm (if the enemy doesnt invade you) and your ganks arent bad at all with a point and click CC. Only thing that helds him back is stuff like WW Kha Udyr ...

Imo Ryze is a great champion to one trick because he teaches you mechanical skill, resource management, wave management, and overall good macro/micro. As far as worth he's a safe blind pick, and he has a freedom to build what he wants more than most champions. He can fit into a lot of comps and he can carry. As you say, Ryze's passive is in two parts: gaining damage from bonus mana, and gaining bonus mana from AP. The damage gained from mana scalings does not show up in the passive itself.
