Is the Hutchinson River Parkway broken? Every time I drive from my home in DC to Westchester, I take the Hutch to exit 25, North St. For the last few years, the Hutch is now always slow at exit 16, New Rochelle, and stays congested until either exit 23 or just past it. I drove up yesterday and hit the Hutch at 2:30pm and it was badly congested.
